Unique collection Vintage Art Pottery Type Piece In Well 6" Tall

Cool, vintage, art pottery piece that I dont know what it is. Looks like a vase, but the top is broken off and connected by a piece of long wood and will need to be reglued so theres not a hole to put a flower in. Theres also a few chips on the bottom of the base and loss of paint/glaze on the top as shown. Bottom is marked 12279 37. Old art piece from quite a while ago. Could use a collection restoring and some fine cleaning as well. 6 inches tall and about 2 3/4 inches wide.
